Optional. This page introduces the concept of a Vision Statement
Vision statement
The vision statement summarizes the main high-level objectives of the trade facilitation reform and the benefits for the country, preferably in a language that is easily understood by politicians and the general public. It should display the benefits to be achieved in quantifiable form (using figures) and timelines by which they should be achieved (dates). It can, for instance, focus on reaching certain indicators: “By [date], the trade facilitation reforms in [country] will result in an increase/decrease of [indicator] of [percentage]”
In some cases, performance indicators (see section 3.3.1 “Identifying Goal Performance Indicators”) and other benchmarks could also be used in the vision statement: “By [date], [country] will rank among the Top XX countries of the world in [performance indicator]”.
The Roadmap may also be linked to a high level policy objective, such as the implementation of a regional or global trade agreement (i.e. Revised Kyoto Convention, WTO Trade Facilitation Agreement, among others): “By [date], [country] will implement all of (or XX % of) the measures included in [trade agreement]”.
A good example of the above is the Vision Statement in the Greek Trade Facilitation Roadmap which states the following:
