Balancing Control with Facilitation
Customs control and trade facilitation are often described as being two sides of the same coin. Both aspects of international trade depend on and reinforce each other. Certain facilitation measures require specific control methodologies to be applied, e.g. authorized trader programs require post-clearance audit programs and capabilities to be available.
This itinerary will guide through the Trade Facilitation Implementation Guide showing the various facilitation measures and also the relevant control techniques enabling an acceptable balance between both. One critical component in finding the right balance is to engage in formal and regular consultation with the private sector.
