To Be Process
When designing and implementing the improved processes in this phase, it is necessary to identify opportunities for improvements in the previous phase. The analysis of the business processes carried out in the previous stages will have identified several ways in which the overall process can be made more effective and efficient. Some of these may involve policy changes but most will involve streamlining procedures, removing duplication of information collection and replacing paper-based systems by e-business procedures. Business Process modelling can be used to design an improved system and support its implementation. This is illustrated by the example of the To-Be process for the arrival of a vessel in port. This modelling exercise needs tools to make sure that the results describe the envisioned solution in a consistent and standardized way. Furthermore the whole process of BPA may be supported by "framework" tools which support every step during the analysis. The goal is that the results of the BPA project can be implemented or integrated with existing systems as seamlessly as possible.
Identifying Trade Facilitation Measures
The UN has developed an aligned series of trade documents and a "UN Layout Key". UN/CEFACT has developed EDI messages and XML schemas and a core component directory that can provide some of these components as well as implementation guides. The UN/CEFACT Modeling Methodology (UMM) may be used to specify the improved system. The relevant parts of the Buy-Ship-Pay model, developed using UMM, may be used as a template for specifying and modelling the "To Be"-solution.
