Purpose of the guidelines that are part of the recommendations: To provide details on the preparations needed, including the models for information sharing that need to be developed, before implementing bilateral and regional Single Windows, and to give examples of best practice.

Summary: The recommendation and related guidelines address the fundamentals of cross-border electronic data exchange along value chains, namely information exchange between Single Windows, i.e. beyond the domain of a National Single Window. It focuses on the interoperability between Single Windows - Interoperability as the ability of two or more systems of components to exchange and use information across borders without additional effort on the part of the user. Preparations need, including the models for information sharing. It provides models and example approaches for the establishment of Single Window interoperability but does not define the technical specifications or standards
